What would work is if these cafe's had a direct transfer system for buyiing peds. A lot of people might not want to give MA their card details etc, and playing in an internet cafe, giving the guy $10 to add to your accont might add up the amount of small-medium depositers

I was thinking the same, who plays with CC in those places ?
In fact, who plays there or uses them at all realistically?
Sweating would be off the menu for this type of player considering it must cost them per hour simply to be there doing anything online for the time, it wouldn't be worth it. Maybe that is where the benefit will be, most players actually depositing when playing from a cafe in some way ?

any internet cafe or store can order an supply of "ped-prepay" cards. you pay amount X and get a card representing that value, fill in the 1 time code on the site, boom, ped.
