Question: Where is the line for a bannable scam?

I have seen a few players get banned for scamming and strange transactions. The armor upgrade dude is gone it seems but where is the line?

För instance someone posted a reply to one of my threads just now without any knowledge of the game trying to force new players to cycle.

Where is the line when we can report? After 240 times?

EU and PCF are governed by different policies, so it doesn't seem like a good idea to draw examples from each interchangeably. EU policy is much more vague than PCF policy, which often leads to an answer of "no one actually knows where the line is."
