I will put about 20 ped in and let you know how much gain I get. Prehaps you could try too just too see if you feel it is worth it to employ this service.
 
I spent 10 ped and got 14 skill points from 1 (0.02 ped) I could try 100 ped and see what I get and see if you're interested?

can be closed I have decided to fill the remaining amount to 2k by spending a tremendous amount of peds and skilling it myself :)
