Question: Can an item exceed it's assigned PED value?

I'm back after a few years and noticed this, a shirt I have greatly exceeds it's assigned PED value?! Is that possible, normal, or am I lucky?

Maximal TT value was decreased on many items (gear from the starters pack is one example, old make-up masks, etc) but previously existed items retained their value. Once they decay below the new max, they will act normal.
 
'act normal'... still no word from Mindark verifying if Paneleon with too much food because of lowered max food level is going to impact skill gains, etc.
 
Yes it is possible when the max TT has been lowered by MA. And want to hear something really cool? On armor that's over it's TT value the protection is higher!
