You can make sure about it without the list, if you think somebody is cheating / against game rules:
(v) Users are instead encouraged to send the info to MindArk via a support case. They have logs that can be used to verify the truth of allegations. And they have the means to hand out punishment to those who were correctly accused.
Not gonna happen, havent seen any single MMO that would name banned players. May exist, i havent played with all of them, but i remember many says in their policy that they dont share the result of their investigation about a reported player.
It is sure have a reason.
