Yeah really, or at least global. 
I used up ALL 200 of my peds lastnight, repaired my A102 completely, my FAP-18 completely, repaired the Jester D-2 I recently bought completely, and bought 13,000 rounds of ammo.
Everyone told me pretty much, that I wasted my peds on the Justifier Mk.II since my rifle skills are not up yet... so I sold it for what I paid for it. Once I reach 1,000 Rifle Skill or so, i'm gonna buy me the Justifier Mk.II again though.
