Anyone know how to get "CDF Recognition Award" diploma? (first one was obtained 2013-04-03 09:46:37 by jo pedhunter smith from cK Shadows)

This diploma was awarded by the CDF to colonist who
showed selflessness and bravery above and beyond
the call of duty in the colony's struggle against
treacherous RX units and bloodthirsty robots in the
Tenth Entropian New Year.
