True, however, since your CHA is related to your HA (I think the formula is something like SQR(10*HA) it would not make any significant difference. If I recall correctly the CH ration of shots is roughly between 1% and 3% depending on your CHA. However, since there isnt any exact data available on this relation, I cant add it to the equation on Entropedia.

My melee weapon don't decay on misses?

You have to consider the difference between skill misses (8%, which do cause decay for melee weapons) and lag misses (variable %, which do not cause decay for melee weapons).
In the case of firearms both skill and lag misses cause decay and ammo burn, but this is not true for melee. This is the reason why melee weapons seem to perform slightly better in practical use than what their wiki numbers would imply.
