Like a used up Limited rifle that has no apparent value? Or is there some use for it (other than scamming)?

Sell it to a trade terminal, Veliki.

That will let you recoup any residual value. (Even tho it may show 0.00PED, MindArk actually calculate values down to .00001PED)

TT it if it is fully decayed, when my limited guns usually break there is still 5 ped left on them as they go down to 3% of their original value.
