Is the minimum TIR on an unlimited, crafted item 0/200 or 1/200?

I just crafted some F-101 finders, expecting to keep aside for myself a copy with the minimum TIR (presumably 0/200) and a copy with the maximum TIR (200/200). After checking the TIR on each of about 550 Successes, I finally made my first 200/200 copy, but have yet to come across any 0/200 copies. I did get several 1/200 copies, but obviously since I only now obtained a 200/200, it is not unacceptably improbable that I have simply missed 0/200 by chance.

So my questions is, will I find a 0/200 TIR finder eventually if I keep crafting, or is 1/200 the minimum TIR on an unlimited item?

I have a 199/200 copy I use. I have never seen anything below 1/200. But maybe they exist. Would you be willing to sell your 200/200 copy?

As I mentioned, I want to keep the first min TIR copy and max TIR copy for myself, but if I get another 200/200 copy (I will probably be crafting more if/when Cumbriz gets cheaper even after I get a min TIR copy), I will sell it on the forum. The price might not resemble a normal F-101 price, but I'll try to remember to let you know as soon as or before I post it for sale.
