Question: Plates

I have a question(maybe sounds stupid) about plates... So, unL plates are like unL armor? So if plates are on low tt, they give weaker protection like unL armor? because I started thinking about getting plates but not sure about this(I would buy low TT ones if it gives same protection). Sorry for my bad english!
