Sib vs non sib bps

Ok so i had a question about sib vs non sib bp's.

Sib bps have a max success of 94%
Non sib have a max chance of 89%

Now compairing this to hunting, non sib weapons are still maxable at lvl 100.


So do these bps ever go up, lets say you are lvl 100, will that non sib bp have 94% chance or is it forever stuck at 89%

And if so... Does anyone know why?

It will be stuck at 89%, lvl 45 LWE here and it hasnt moved i should had seem some increase if there was

abaut why, i can only especulate abaut the reason
i guess they didnt wanted to change the stats of the old bps
I think Sib bps were introduced to reduce the cost of high level bps and make them craftable to more people, as require way less skills to craft an at acceptable COS, also they introduced a way to get skill bonus
