Stairs in apartment blocks

When you go in on the ground floor of an apartment block you see flights of stairs which go up to the next level (though not floor 1). Is there actually anything on this floor in any of the apartment blocks? I've never found anything there.

the only thing there is a view, you get a better view from the roof though

Just the balconies from which you can jump onto the lower bit of roof and, as Fredy said, a view.
Although if you've seen the stairs and were curious what was at the top of them - why didn't you go and look while you were there?

I did go up the stairs but I was expecting to find more shops or apartments or something else more exciting than just a view. Maybe a fire escape or a lift shaft or a terminal or a tp or something

Reasonable to expect something there I guess. Although the only use I've found for them was sweating Falx @ Omegaton
