when he unlocked it he had aquired an total of 6k skills in his proffesion (pistoleer, laser)

aim, combat reflexes, LWT, hg, IRD, WH

6k skills is impossible i would say probably 10-15k?, Well u unlock it when ure at qualified or sometimes trained

you need 1k average in sniper/pistoleer. so thats 6 different skills. each one of them 1k skills, is 6k skills. (i didnt count other skills)
