Where does the ped from fertilizer go?

There are questions that I have been meaning to ask for a while in regards to fertilizer spent on land areas. At one point on Khorum Coast I was spending 1,200+ ped a month on fertilizer when I wanted to spawn a bunch of creatures. Imagine all the fertilizer spent on the combined lands owned in the entire game.

So where does this much monthly ped go? Does the ped spent on fertilizer return to the loot pool or is it taken as some sort of fee from Mindark? Do planet partners get the peds from lands on their planet or does that go to Mindark and how much if so?

I don't have any source for fertilizer specifically, but I would guess that it goes the same place as Auction fees, skill misses, TP fee's etc...
