Question: Arkadia ACA signup?

Hi, does anyone know if you have to start your avatar on Arkadia to ge the ACA questline? I'm visiting the planet but no NPC will talk to me.

so i suggest that you could miss [Arkadia Passport] ?

Thanks for the reply, Msturlese. I have the passport and did the IFN missions, but can't figure out what NPC to talk to to trigger the ACA challenges. Read somewhere that I should speak to the NPC next to the one who gave me the passport, but no response. What NPC did you speak to initially?

i can only recall that at AAKAS teleporter in front of the shelter there is a couple of NPCs and one of them gave me the missions the other i think is for attribute toknens turn in
i suggest also to ask on arkadia channel in game chat or in arkadia forum
