Minimal skill req for RK-20 is lvl 25 VSE, so at 20 it offers very little over RK-5. Perhaps you meant it as every little counts (although it's also twice as slow in uses per min), I just thought I'll point it out, just in case :)

Consider it a :bump:
 
I asked a few people about the min level as it has been some time since I was there. You're right, the uses per min will make it a disadvantage.
