....Why I loose decay and ammo burn on Failed?

You don't lose anything when any action get the "Failed" message. I guess it is caused primarily by network lag.

Defense decay for the damage you take in that time, yes. But there is no ammo burn, gun or amp decay or in example vehicle repair tool decay for fails.
