How come the Power claw, Modified dont consume universal ammo? All other melee weapon from the vendor does for example the mod nano blades. Is this miss or an oversight fro mthe devs?

Because it's a lot better than those crummy UA using weapons. 
To be serious though, there is a niche where some people don't want weapons that use UA. In my case, I have more use for (and better TT returns) using UA mining instead. I still hunt sometimes while mining, but it gets annoying for tracking if you have two things pulling UA. If it weren't for that, then I'd probably avoid full decay weapons like most of the more regular hunters out there.
