Eon seems to be quite a bit stronger with most protection types with the exception of Elec

I would say higher than EON tbh, rarity and design being the main factors.

I would say as high as 50% above EON

Someone would pay 150% the price of EON for an armor that has less protection, maybe 60-65% of the protection?

I would not, but thats just me.
