Pretty bad, eh?
As you can see, 2.919 dmg/pec with 45.1 dps and 105.6m range, it's a very eco rifle with decent dps for mid lvl players, maxed at lvl 40.
All the Smugglers are around 3% more eco than the regular SIR-50, and have more dps (17% more dps for the SIR-40 Smuggler).
Another advantage is the higher TT - with the regular SIRs you have to run back to repair after burning half a Dante.
Some might see the high dmg/low reload as a problem with overkill, but on the other hand it also means this gun will break less dmg enhancers if you decide to use them. And you can always switch to a pistol when the mob reaches you.
SIR-30 Smuggler is a tiny bit more eco, but has 10% less dps. SIR-50 Smuggler is a tiny bit less eco, but has 10% more dps. SIR-40 Smuggler is in the middle of those 3 unique guns (I doubt anyone will choose an inferior RAW Smuggler). If you want to go smaller or bigger, you will have to contact the other winners.

To help you realize how much difference does 3% better eco than regular SIRs have on the gun:
at tier 6, with 6 damage enhancers, the gun has 66,1 dps and 2,905 eco, and the cost per shot is 48,76 pec. Tests show that in the long run, dmg enhancers last 2-2.5k shots (during MM my ratio was even better than 2,5k shots per enhancer), so lets say 2k shots. At the moment dmg enhancers crashed to 337,5%, but lets take 375%, which makes one enhancer worth exactly 3 ped. In 2k shots there will be 6 enhancers broken on average, so in 1k shots there will be 3, which is 9 ped. 1k shots will cost 487,6 ped, so adding the cost of enhancers makes 496,6 ped. This will result in an eco of: 487,6 / 496,6 x 2,905 = 2,852 dmg/pec. Regular SIR-50 with Dante has 2,831 eco, and 38,5 dps. SIR-40 Smuggler with 6 dmg enhancers has 71,7% more dps, with similar eco.
Of course it will take some time to tier the gun so much, but I just want you to see that the regular SIRs don't even come close to the Smugglers.
