Question: The Daily Hunt- How to do the mission?

I went to Newberry and he would not talk to me. I searched and it says something about "Earn Respect", what is that and how do I do it, I think it must be done before you can start the mission.
TIA for any info.
Update, I went to Wolfe but he ran me off.
