PE's experience curve grows quite fast, and experience is what's used when filling chips. A newbie can only fully fill a chip if (s)he has at least ~1900 levels in the relevant skill. A true vet (with 15k or more, if anyone ever reaches that :laugh: ) could fill multiple chips with a single...
