This is an attempt to compile a list of sources/options you can use to buff up hp. If you know of any item(s) or anything else you can use to buff up hp please do mention it.

From the responses I'll bring them all together here in the first post. Hopefully we'll have a comprehensively list at the end.

Ii think there was 100hp pill from NI mission.

Nutristim - 15 mg = 30 hp / 10 mg = 20 hp / 5 mg = 10 hp
Health Augmentation Chip - 5 hp for 10 min? (not sure on the amount can check storage later)

Multiple Seasonal Rings
Athenic TWEN Ring
 
Eve mentioned that pill in regicide coat service topic and its from NI not Toulan. Sorry for mistake!

I will provide a name of these pills tomorrow, I still have these.
 
[Solid Fart Treat] - Increase HP by 100 points for 1 hour;
[Neurostim-Z2] - Increase HP by 18 points for 30 minutes (no longer drops from boxes I think?);
[Halloween Ring 2022] - Increase HP by 10 points.

The starter npc is no longer there. So it's no longer possible to do this mission. Updated opening post.

That link was already in first post. Also as I stated before I visited NI and the npc (Caldwell) to start that mission is no longer there so is no longer active.
 
Placed list inside a table in opening post. Hopefully people won't miss crucial info now. I've left the original list below it as well in case I need to make changes like delete the table!

Let me know if it's better in table and there are no issues. Then I'll delete the original list outside the table.
