News: Change to schedule of Downtime for Maintenance window

Due to changes in our Technical requirements we are changing the downtime for maintenance to a biweekly schedule from Tuesday 2024-02-13 at 09:00 UTC into Tuesday 2024-02-27 at 09:00 UTC.

Estimated downtime will remain the same 30min.
