Hangers have no function at present, but on the offchance they may get some sort of function in the future, I might be interested in getting one. So what sort of price are they now?

If not I think the only way to find out would be to test the water with an offer.

But I'd guess that most owners wouldn't want to sell too cheap just in case, as you say, they do get some sort of function in the future.

17KPed each! I some how doubt they ever will have a use, as the Calypso dev team have no interest in developing them.

As far as I know there are no hangers ingame.
And when they would be there, probably have no use like you say, just looks for showing off clothes in the closet.
