Yup, they do work exceedingly well :) However, the market value of it is worth more to me now I got me an übah shootah. :)

At what level can I max it out? Wep info says that recommended lvl is 49 but does 49 lvl max it out?

Well, at level 51 I'm at 5.1 HA (yes that's SIB HA). I'd have a guess at Level 55 (roughly the 6 Levels mark again over the base requirement.)
