When I see hardware failure, it could be something as simple as the main person working on the UI's computer died on them, so even if it was ready for release, they'd rather get a key person back up and running even if it means a one week delay rather than launch an update with a key person down when patches, etc. are likely needed.

Not as much drama and intrigue as other ideas floated around earlier, but I'd be willing to be more on it being something like that rather than a bumbling thing.
