Also, in today's world, you can and should be watching your words, especially online. The proposed federal law would make it illegal to use electronic means to "coerce, intimidate, harass or cause other substantial emotional distress."
There's already a few state laws out that are similar to that... and even if the person doing the cyber bullying does nothing IRL, they can still be seen as a criminal, and in some cases, it could become a felony offense.
