If there is a Reseller , especially of that magnitude , that make prices go not over the sky but in close solar systems ( ) ...

Both are bad from players point of view. However reseller doesn't do anything illegal (i'm excluding cases of alternative accounts and etc.), while cheater (or exploiter) does and should be prosecuted according to EULA.
